Using extensive, industry-wide data compiled by the PMI and PwC, Cora Systems has produced a tool to assess your PMO maturity model that also identifies and measures the business value of improvements you can make.

Key Takeaways

  • PMO maturity drives organizational success. The top 10% of PMOs show superior performance in managing disruptions and leading their industries.

  • Five areas define management maturity. Governance, Integration and Alignment, Processes, Technology and Data, and People together determine overall PMO effectiveness.

  • Data-driven assessment enables improvement. Objective measurement against industry benchmarks identifies specific areas for maturity level enhancement.

  • Business value quantification is possible. Maturity model improvements translate into measurable financial outcomes and operational benefits.

  • Integrated methodologies signal advanced capability. Connecting all project dimensions in a single source of truth is a reliable indicator of PMO maturity model progress.

The Project Management Institute (PMI) has partnered with PwC to survey more than 4,000 project management professionals. They used that objective, industry-wide data to produce their Global PMO Maturity Index.

A key indicator of PMO maturity is the ability to implement integrated project management methodologies that connect all project dimensions, including schedule, cost, resources, and risk, in a single source of truth.

Not sure where your organization stands? Before diving into PMO maturity models, it helps to understand what a PMO is and how it's structured.

The Global PMO Maturity Index

The PMI and PwC survey asked a cross-section of industry professionals about 23 activities to see how often those activities occurred across their organizations. These activities sit within five areas, each associated with value creation:

  • Governance

  • Integration and Alignment

  • Processes

  • Technology and Data

  • People

The more often those 23 activities were performed, the higher the score and the greater the PMO maturity. This scoring model provides a clear matrix that illustrates organizational capability against defined benchmarks.

The Top 10% of PMOs do differently

From this index, researchers identified a clear cohort representing the top 10% of PMOs. This group of high-performing PMOs helped their organizations cope far more successfully with supply chain disruptions while continuing to lead in the industries where they operate.

Cora Systems took that objective, industry-wide data and used it as the foundation for our Business Value Assessment (BVA) tool.

What is a PMO maturity model framework?

A PMO maturity model is a structured framework that helps organizations evaluate and improve their project management office capabilities. Unlike point-in-time assessments, the project management maturity model provides a repeatable way to measure organizational performance across multiple dimensions.

The pmo maturity models developed by leading professional organizations incorporate frameworks that address capability maturity across governance, processes, resource management, and people. These maturity models help project managers understand their current maturity level while identifying specific areas for process maturity improvement.

A strong PMO framework uses maturity assessment methodologies to evaluate PMO processes against established benchmarks. Each maturity level within these models provides clear indicators of organizational progress, enabling professional development and systematic improvement. This process maturity evaluation helps PMOs understand their current position and chart a path toward higher levels of performance.

The assessment examines multiple indicators across different levels of organizational operation. By using these assessment tools, organizations identify gaps between their current state and desired performance levels, then build targeted improvement strategies that deliver measurable results.

Common PMO maturity model types and templates

Several widely used frameworks inform how organizations approach PMO maturity assessment:

OPM3 (Organizational Project Management Maturity Model) Developed by PMI, OPM3 evaluates maturity across project, program, and portfolio management. It serves as a practical guide for organizations aiming to align project management processes with strategic objectives.

CMMI (Capability Maturity Model Integration) The CMMI levels of capability and performance run from Level 1 (Initial) through Level 5 (Optimizing). Organizations moving through CMMI levels progressively embed more disciplined management processes into day-to-day operations.

Kerzner's project management maturity model Harold Kerzner's five-level framework maps from ad hoc project management through continuous improvement. Many PMO consultants use it as a consulting baseline because it maps clearly to business outcomes.

PMO Maturity Cube The PMO Maturity Cube evaluates three interdependent dimensions: PMO functions, project types, and organizational reach. It produces a three-dimensional view of where a PMO sits and where it needs to grow.

Gartner PMO maturity model Gartner's analysts assess PMO maturity through the lens of business value delivery, shifting the framing from process compliance to strategic contribution.

Organizations looking for a PMO maturity model PDF or a PMO maturity model template can use these frameworks as starting points, though a customized assessment tied to real portfolio data provides far more actionable insight.

What a mature PMO looks like in practice

A mature PMO consistently delivers projects on time and on budget, but that is just the baseline. At higher maturity levels, a PMO actively shapes portfolio strategy, allocates resources across competing priorities, and measures project performance against organizational goals.

Mature PMOs also manage risk proactively, maintain governance structures that hold project managers accountable, and use real-time data to make portfolio-level decisions. They move beyond project tracking to become a strategic function within the business.

Organizations at Level 3 and above typically implement formal gate review processes. Building an effective phase gate framework with PPM technology accelerates this progression.

The Cora Business Value Assessment tool

The Cora BVA tool takes baseline information about your projects, including tasks, deadlines, and delivery dates, and assesses how those projects are managed across different business units throughout your organization.

The tool then gathers data points around activities and operations to build "pain chains" that provide a deeper understanding of your pain points. Whether those involve customer service, internal communications, or unforeseen project cost increases, the BVA traces them back to root causes.

This enables you to take targeted action to mitigate issues and gain valuable insight around preventing them from recurring. All that data feeds into the Cora Business Value Assessment (BVA) tool, which is built using the same structures as the PMI's PMO Maturity Index. This allows Cora to compare your organization's data against industry benchmarks, including averages and the scores achieved by the top 10%.

The result is a tangible understanding of where your PMO maturity sits today, compared to where it could and should be.

PMO maturity model examples: what each level means

Most maturity models share a common five-level structure. Here is how that typically maps to real-world PMO capability:

Level 1: Initial Project management processes are ad hoc or chaotic. Success depends on individual effort, not repeatable practice. There are no standard templates or governance structures in place.

Level 2: Managed Basic processes exist at the project level. Teams begin tracking schedules and budgets, but practices are inconsistent across business units. Some PMO consulting support may be in place.

Level 3: Defined Standardized project management processes apply across the organization. The company handles projects through a consistent framework, including defined roles, templates, and reporting structures.

Level 4: Quantitatively managed The organization measures and controls management processes using quantitative data. Portfolio management decisions rest on performance metrics, not intuition.

Level 5: Optimizing Continuous improvement is embedded in the culture. Mature PMOs drive strategic value by applying lessons learned systematically, using advanced PPM platforms to identify progressive improvement opportunities across the portfolio.

How mature PMOs drive strategic value across multiple projects

Modern organizations need sophisticated approaches to evaluate and enhance management maturity across a project portfolio. A strong maturity model framework addresses multiple dimensions of organizational capability, ensuring that portfolio management aligns with strategic objectives while optimizing resource management.

The project management maturity model assessment examines how effectively an organization manages its project portfolio across different business units. This considers both quantitative metrics and qualitative indicators that reflect capability and process effectiveness.

True management maturity requires integration across all organizational levels, from individual project execution to strategic portfolio alignment. The assessment framework evaluates how well management processes support project delivery while enabling continuous improvement and organizational learning.

Organizations that reach higher maturity levels show consistent performance, effective risk management, and stronger stakeholder satisfaction across their entire project portfolio.

How to measure progress using a PMO maturity assessment

Measuring PMO maturity assessment progress requires the right combination of leading and lagging indicators. Organizations should track:

  • Project success rates. On-time delivery, on-budget delivery, and scope adherence across the portfolio.

  • Governance compliance. How consistently gate reviews, change control, and risk escalation processes are followed.

  • Resource management effectiveness. Utilization rates, bench time, and allocation accuracy across projects.

  • Stakeholder satisfaction. Formal feedback from sponsors, business units, and delivery teams.

  • Process adoption. The percentage of projects using standardized management processes and templates.

  • Conducting regular assessments against these benchmarks shows whether improvement initiatives are producing real results.

A BVA case study: $2.73 billion portfolio

At the recent Global PMI Summit in Berlin, Cora presented an anonymized case study to illustrate how the BVA tool operates in practice. This company had around 60,000 employees working on 9,000 projects in a portfolio worth $2.73 billion.

Cora broke that portfolio into seven groups of different sizes and analyzed benchmark metrics across project and portfolio management best practices. The analysis covered resource management, scenario comparisons, risk assessment, internal training, project and program delivery, and budgets.

Critically, the PMI structures allowed Cora to assign a value to each of those metrics. That gave the company a clear view of exactly which areas to focus on to improve outcomes.

In this case, four areas, including R&D, Supply Chain, Facilities and Capital Projects, and Engineering, had similar profiles. Services clearly showed where improvements were needed. Cora was then able to assign a financial value to the outcomes those improvements would produce.
